County of Santa Clara/Moscow Commission

The County of Santa Clara/Moscow Commission fosters art, culture and education exchanges through citizen-to-citizen diplomacy between the people of Santa Clara County and the people of Moscow, Russian Federation. The commission, established in 1994, is composed of 15 members appointed by the Board of Supervisors, with a term of three years.

Following the invasion of Ukraine, on March 22, 2022, the County of Santa Clara Board of Supervisors passed a resolution condemning all actions by the Russian government against Ukraine and the Ukrainian people, and to end the relationship between County of Santa Clara and the governments of the City and Region of Moscow. Learn more about the commission and read the resolution.

The commission continues to operate and foster exchanges through people-to-people connections. In 2023, the commission broadened its global connections to begin hosting Ukrainian delegations funded by grants from the U.S. Congressional Office of International Leadership (COIL) Open World Program.
